Commercial & Risk Manager - Infrastructure Engineer

Our client is a leader in global infrastructure development. They provide engineering design and remediation, construction, procurement, program management, and technology solutions for the environmental, land, water, wastewater, energy, and power markets of the Americas, Europe, Middle East, India, Asia and the Pacific Rim.

They are currently looking to add an experienced Commercial & Risk Manager to serve in a commercial and risk management role supporting a multi-year contract in the Vancouver, BC area.

Responsibilities:

-Financial and project/program risk analytical skills combined with business management experience to develop and delivery program commercial and risk management standard practices, processes and procedures.
-Developing a strong working knowledge of client's accounting, risk, contracting and procurement policies, processes, and systems to meet project/program objectives and ensure effective processes are followed to gain financial approvals of program requests.
-Developing and implementing a formal risk management process for the program and projects to ensure project risk is being managed in a structured, pro-active way and in accordance to corporate policies.
-Where appropriate, resolving issues, identifying and communicating risks, and ensuring that appropriate risk management initiatives are identified and implemented
-Responsible for risk management and commercial management and models
-Identifying, analyzing, evaluating and creating mitigations plans for any commercial risks in order to support successful project delivery.
-Developing and implementing the overall procurement strategy for project/program coordinating with the commercial teams on projects
-Being accountable to the Project Manager for recommending project procurement and contracting strategy, preparation of bid documents, tender evaluations, recommending contract awards, contract negotiations and contract dispute, and settlements above the delegated authority of the construction manager;
-Overall contract management of project contracts and for liaising with the legal staff to ensure issues and risks are mitigated
-Leading Business Case and regulatory application development for complex projects including review of alternatives, financial analysis, arranging executive review, and securing necessary approvals
-Coordinating with BC Hydro regulatory resources.
-Responding to inquiries and internal stakeholder requests regarding Quarterly Board of Director Meeting Papers, Business Case development,
-Coordinating and supporting Gateway Board Meetings facilitation.
-Developing project timelines consistent with senior management and Board of Directors requirements
-Accountable to ensure the completion of capital and operating cost estimates and that operations and value are optimized.
-Ensuring that the purpose, justification, and cash flow profile of proposed capital spending is aligned with the Capital Plan and meets both short and long term strategies
-Researching, gathering, and presenting supporting information, such that project specific business development initiatives can be communicated and implemented
-Applying judgment with respect to the development of project valuation methodologies (qualitative and quantitative)
-Determining the level and detail of Triple Bottom Line analysis required.
-Developing a structured process through which the project team can develop the required TBL analysis and leading the project team through this process.
-Overseeing the development of the analysis and results to ensure consistency with the corporate TBL requirements and guidelines and to ensure analysis is robust and meets the needs of the decision-makers.

Qualifications:

-University degree in a related discipline required or equivalent experience
-An MBA or P. E. license is preferred, PMP certification highly desirable
-10 + years of experience developing and managing large scale, highly complex projects.
-Individuals with electric utility business experience will be given preference
-Must be able to demonstrate excellent leadership and communication skills
-An ability to easily work with staff of all levels including senior management is required
